Richard Nelson concentrates on national security issues, particularly export control law and Foreign Ownership, Control or Influence (FOCI) considerations, as well as general corporate compliance matters, corporate governance, acquisitions, government contracts, subcontracts and teaming arrangements.

Mr. Nelson's professional life began as a Naval Engineering Duty Officer, serving ten years on the engineering staff of Admiral H. G. Rickover at the Division of Naval Reactors. He retired from the Navy Reserve with the rank of Captain.

After leaving military service and obtaining his law degree, Mr. Nelson moved into succeeding corporate positions, ultimately as Vice President, Corporate Chief Counsel and Corporate Secretary for a foreign owned, U.S. aerospace defense contractor operating under a
Special Security Agreement (SSA). In these positions he was responsible for all legal and compliance affairs of the company. Mr. Nelson was instrumental in negotiating and closing complex acquisitions, requiring approvals from the Committee on Foreign Investment in the United States (CFIUS). He has led activities to meet security-related compliance requirements, including the State Department's International Traffic in Arms Regulations (ITAR), the Commerce Department's Export Administration Act (EAR), the FOCI mitigation plan provided to the Defense Security Service, and SSA requirements.  Mr. Nelson was approved by DoD to serve as an LLC's Outside Member Representative (equivalent to a corporation's Outside Director) to mitigate foreign ownership of the company.

Mr. Nelson is licensed to practice law in Maryland and Texas. He holds his JD from George Washington University's National Law Center, MS in Mechanical Engineering from Purdue University and BS in Mechanical Engineering from Purdue University (with Highest Distinction) where he was elected to the Tau Beta Pi and Pi Tau Sigma engineering honorary societies.
